Federal Work-Study (FWS) Program
The FWS Program provides funds for part-time
employment to help needy students to finance
the costs of postsecondary education.
Students can receive FWS funds at approximately
3,400 participating postsecondary institutions.
Hourly wages must not be less than the federal
minimum wage.
A participating institution applies each year
for FWS funding by submitting a Fiscal Operations
Report and Application to Participate (FISAP) to
the U.S. Department of Education.
Using a statutory formula, the Department allocates
funds based on the institution’s previous funding
level and the aggregate need of eligible students
in attendance in the prior year. In most cases, the
school or the employer must pay up to a 50 percent
share of a student’s wages under FWS. (In some cases,
such as FWS jobs as reading or mathematics tutors,
the federal share of the wages can be as high as 100
percent.)
Students may be employed by: the institution itself;
a federal, state, or local public agency; a private
nonprofit organization; or a private for-profit
organization. Institutions must use at least 7 percent
of their Work- Study allocation to support students
working in community service jobs, including:
reading tutors for preschool age
elementary school children;
mathematics tutors for students
enrolled in elementary school
through ninth grade;
literacy tutors in a family
literacy project performing
family literacy activities;
emergency preparedness and
response.

How the FWS Program Works
The Federal Work Study program (also known
as FWS or simply Work-Study) is a federally-
funded program in the United States that
assists students with the costs of post-
secondary education. The Federal Work Study
Program helps students earn financial funding
through a part-time work program. The funds
can be used at one of approximately 3,400
institutions across the country that
participate in the program.
Federal Work Study funding is given to
institutions to provide part-time work
opportunities for students involved in
certain majors. Federal funding is made
to participating institutions based on
requests made by the institutions. A
statutory formula is used to help
institutions determine the allocations
to request. Once funds are allocated to
each institution it is up to that school
to administer the funds. Once all the
funds for the institution have been
allocated no more students can participate
that year.
Students can apply for the Federal Work
Study Program if they have financial need.
The students must file the Free Application
for Federal Student Aid (FAFSA) to qualify.

Who Can Qualify for FWS?
In order to qualify for the Federal Work
Study Program students must apply for
federal assistance through the Free
Application for Federal Student Aid
(FAFSA) program. The program is open to
both undergraduate and graduate students.
Students should check with the current
requirements for FAFSA. Students can start
to investigate the FAFSA as early as junior
year of high school.
The Free Application for Federal Student
Aid is open to all students who have need.
The program will determine if you qualify
and how much money you will receive. The
FWS program is administered through your
school. You should find out if your school
participates in the program before you
choose to attend. Each school has a different
amount of funds available to give out for the
program. The amount of funds you can receive
is determined and you cannot go over that
amount.

Campus-Based Aid
The Federal Supplemental Educational Opportunity
Grant (FSEOG), Federal Work-Study (FWS), and
Federal Perkins Loan programs are called campus-
based programs because they're administered
directly by the financial aid office at each
participating school. Not all schools participate
in all three programs. Check with your school's
financial aid office to find out which programs
they participate in.
How much aid you receive from each of these programs
depends on your financial need, on the amount of
other aid you receive, and on the availability of
funds at your college or career school. Unlike the
Federal Pell Grant Program, which provides funds to
every eligible student, the campus-based programs
provide a certain amount of funds for each
participating school to administer each year. When
the money for a program is gone, no more awards can
be made from that program for that year.
